Top tier teams don't want to come to Carbondale, but they may wish to come to St. Louis. When the students are on break may be a chance to have a holiday game.

No, they objectively do not except for very very rarely.. Over the last two seasons with regular non conference schedules(2018-19 and 2019-20), teams from the AAC, ACC, Atlantic 10, Big East, Big Ten, Big XII, PAC 12, and SEC collectively played 12 total games against non-D1 schools, and 3 of those were against Chaminade in the Maui tournament.

I'm fine with Southern having 2-3 games on the noncon schedule in which they're playing lesser competition (I would count certain regional opponents such as SEMO and SIU-E against that total) because there is a benefit to building some confidence and hopefully being able to experiment with rotations, but no more than that. One distinction with the list you provide above is those teams all have numerous opportunities in their conference (including at home) to grab marquee wins, whereas grabbing Quad 1/Quad 2 wins in the non-conference are especially critical for teams from the MVC and other non-"Power 6" leagues.

I’d say this is an overreach. Just take some of the current series SIU has: Saint Louis, Tulsa, Murray State, San Francisco. Catch one of those teams in the right year and that can be a top-100 win. It is possible to get decent midmajors to Carbondale with solid home-and-home series.
True, it’s quite rare for a power conference team to come to Carbondale, but you can take the occasional buy game: Butler last year could have been a top-100 W, but they had a down year.
Agree that multi-team events are fertile ground for these opportunities, which is why I’m so glad they’re in a good one this year for the first time in a long while, but to say that’s the only path to quality wins is not true.

So in all of your examples, there was 1 regular season game played against a non D1 school and it was as part of a tournament where they couldn't help their draw. They didn't schedule it.
