Changes I would make to the portal:
1. No instant transfer. If you want to transfer you sit out a year like in olden times.
1b. This can be waived if the coach who recruited you is dismissed. If the coach leaves for a different job of their own accord and a player wants to follow they still have to wait a year.
2. Inter-conference transfers are 2 years sit again.
3. NIL money cannot be given in first year at new school.
4. A committee made up of rotating panels(2 P5, 3 mid major) would be established that could waive any of these rules if a player is able to make a good case for their transfer
The problem with this is that the courts (all the way up to the U.S. Supreme Court) say that requiring players to sit out is illegal. It's considered "restraint of trade" and is anti-competitive.

I do think the NCAA has a strong case for an anti trust exemption as the portal+NIL allows schools and business/wealthy individuals to collude and hurt the competitiveness of smaller schools, however.

Yep. There is a strong anti trust argument to be made. I doubt the NCAA has any interest in making it though.
I would love to see small schools join up and make it themselves. You'd probably even get a few less well off P5 schools to join in.

If one such website is correct, there might be 400(!) players in the portal right now. This probably includes everyone who'd previously entered before today, but if true, it's staggering.
The site I linked in the above post... it's simply crazy how every few minutes, another name enters the portal. Wait a few minutes, update the page, and just like that, you see another name or three on the list.
We're up to 416 transfers now (though I see that 12 of the names listed have already latched onto another school, so make that number 404... for the moment.)
