According to the linked file they are both immediately eligible. The fact they are transferring to NCAA Division II would make them eligible regardless of the graduate transfer rule for Division I.

On another note, I hope there is some faculty oversight on the DE that actually teaches what real journalism is, as opposed to just passing along received "information" like the following:

As far as I can tell the only other program that showed interest was Kent State.
In fact, it appears as if the 4 SIU recruits had 3 offers combined from schools not named SIU...Kent State, UT Martin,

Darius had a ton of interest but shut everything down saying his only interest was SIU
