Carbondale offers in state tuition to out of state students, so your source is wrong.

It appears you are correct. I found another source indicating the differential but a SIU indicating only American tuition vs. in and out of state. This is a very good sign.

The 2019 undergraduate tuition & fees of Southern Illinois University-Carbondale are $14,704 for Illinois residents and $29,160 for out of State students

A new prediction by an SIU source that enrollment will increase about 500 next Fall. Hope they are right.

That would be fantastic news, if true.

I'm praying this individual is correct. SIU desperately needs to increase their enrollment numbers.
That would be incredible. A much needed boost for the university if true.
That would provide cover to not have to correct any of the issues at the university.

I've heard more rumors of an increase in enrollment this Fall. I stress these are rumors. This one came from a Bursar employee that stated this years enrollment will be up and that the followings years enrollment increase looks even more promising. Also the reopening of some of the floors in the high rise is because of an increase in freshman. We shall see.

SIU desperately needs a shot in the arm when it comes to enrollment. Hopefully they're on an upward trajectory again! I took my daughter and a couple of her friends down a few weeks ago and all came away with a positive impression of the campus. After several visits to other schools both in and out of state, they all said it was the nicest campus (this includes a couple of big 10 campuses) they've been on and the surrounding area was beautiful as well.
I sure hope you are correct because twice in the past two days I have been told that we are down to 8500 undergrads. I desperately hope this is wrong, but one source was pretty decent.
I saw a local news report last night regarding move in day. The University is expecting 2,300 freshmen to live in the dorms. I know that’s not the total class, I just wonder how it stacks up with last year.

Last Fall, the freshman class had 1300 students, so 2300 moving into the residence halls is great to hear for sure. The main issue is that there were around 4200 seniors last year which could potentially still make the university take a hit despite an increase in the size of the freshman class.
This information is per the enrollment snapshot from the chancellor's blog.
Rumors I've heard say the same, freshman enrollment up, but still treading water as larger senior/junior classes graduate. The trend line is positive for future classes though, from what I hear.
March on triumphantly!
