A player no longer has to get the coaches or schools permission to transfer. Still has to sit out a year.

Could be the wild, wild west but actually kind of fair since LOI has to be signed for each year--there is no contract to legally keep a players all four years--so coaches could just not sign players after 1,2, or three years
