So how does that work? Is a school able to withdraw their scholarship offer at any time?

I think it's possible they keep their offer out there but they can tell the recruit that the playing time might not be there from when they first offered.

A scholarship offer means nothing until the teams signs off when the player sends in their LOI.
As for this dude, I don't think the interest was still there, or even as strong as once thought.
I am sure Coaches prioritize the offers they extend. I'm also sure they maintain as much legal contact with higher priority recruits. If a recruit hasn't heard much from a coach that has extended an offer, they can safely assume that coach is using their time contacting higher priority recruits. I would say that a coach will make some form of direct contact (DM, text, call, FaceTime, Skype, email, etc.) with high priority recruits at least once per day when the NCAA allows such contact. If a recruit doesn't get at least a daily contact, its safe to say they will know they are a lower priority for that coach.
In this instance, Muila was offered on 3/6/20, Makuoi was offered on 3/8/20. If Muila had not yet committed, I am sure the coaches would have still been pursuing Makuoi. They both were very similar players with the appearance that Mulia may have a stronger motor and drive. I think Bryan got the better of the two recruits.
Thanks for the information, I have always wondered.

Makoui choosing NIU could also be an issue of playing time. SIU may indeed still be after another big body, but a potential recruit sees commitments that come before. Granted, I don't know what NIU's interior picture looks like, and while it would've been nice to have him here as I think he could've found a niche, he would've been in a fight for consistent minutes. With only two years to play, I'm sure that matters quite a bit when making a final decision.
Oh well. Best of luck to the kid at NIU.
--Insert something witty here--
... Granted, I don't know what NIU's interior picture looks like,...
NIU has five Power Fowards, one Small Forward (he is 6'8", not your typical 3), and one Center on their roster as of now. Two will be Seniors, Makuoi and two other signed JUCO players that will be Juniors, and two Sophomores. Four of those players are 6'7", two are 6'8", and Makuoi at 6'9". They may be expecting one of them to transfer out, as Makuoi put them one scholarship over the limit. Three of those players averaged 8.3 mpg or less last year.
Mullins and Company must have backed off Makuoi. I can't imagine losing a recruit to Northern Illinois otherwise.
Yes, I tried to tell you guys that. But everybody likes to speculate. 🤣

Scratch this one off the list, too.
I don’t know if this has been mentioned yet about Makoui. But Jimmy Beane goes to Daytona State, as well. Darius Beane plays at NIU and AB Sr. is on staff at NIU. So there may be a bit of connection there possible.

Francois attended Daytona State last year too and only lasted a year

not real surprising, Sean is Canadian. Seems to have had a similar role on OSU as Francois had for us.
@annabob Actually, Miller-Moore plays much differently than Francois. Last season Francois shot 111 field goals, of which 90 were 3 pointers. Miller-Moore shot 53 field goals, none were 3's. Miller-Moore's stats are unusual for a guard in today's game. 29 games, 8.9 minutes per game, 7-16 FT line, no attempted 3's. His stat line is more like a post player but he is listed as a guard.
